New Guidelines for Gram Sabha Meetings: Tea and Snacks Expenditure Approved

The State Government of Haryana has introduced a new provision allowing Gram Panchayats to incur expenses on tea and snacks during Gram Sabha meetings. This decision aims to facilitate smoother and more hospitable meetings while ensuring fiscal responsibility.

Key Details of the Provision

As per the notification from the State Government, Gram Panchayats are now authorized to spend up to ₹24,000/- on serving tea and snacks during Gram Sabha meetings. This expenditure is subject to the following regulations:

  • Legal Framework: The provision aligns with Section 44 of the Haryana Panchayati Raj Act, 1994, and Rule 14 of the Haryana Panchayati Raj Finance, Budget, Accounts, Audit, Taxation, and Works Rules, 1996.
  • Purpose: To enhance the meeting experience by providing refreshments, fostering better participation and engagement in Gram Sabha discussions.

Implementation Guidelines

All Gram Panchayats have been directed to take note of this decision and implement it accordingly. The expenditure must:

  • Be within the sanctioned limit of ₹24,000/-.
  • Adhere strictly to the financial rules outlined in the Haryana Panchayati Raj Act and Rules.
  • Be recorded and reported as per the standard accounting and auditing procedures of the Gram Panchayat.

Action Required

Gram Panchayats are requested to:

  1. Inform all relevant stakeholders about this new provision.
  2. Ensure compliance with the specified financial limits and regulations.
  3. Maintain transparency in recording and reporting the expenses incurred on tea and snacks.

This initiative reflects the State Government’s commitment to supporting Gram Panchayats in conducting effective and inclusive Gram Sabha meetings. For any clarifications, Gram Panchayats should refer to the relevant sections of the Haryana Panchayati Raj Act, 1994, and the associated rules.
